What is the difference between a Expense and a Bill?

Bills are created to document the work done so that payments could be made against it. Incomplete bills cause losses to contractors or the clients.

Expenses on the other hand are created to log repair and maintenance of the building or any cost incurred like operating costs. These costs cannot be always attributed to the operation so it is added here. Examples are rentable component of a building allocated by a landlord etc.
